Facility & Program Highlights
The Justice System Improvement Program (JSIP) is a multi-year project that began with a detailed 2018 assessment. Findings of that research shows that existing facilities are antiquated, too small, and have security issues. Currently, people experiencing addictions and mental illness struggle to find help. Limited jail space means offenders are routinely released into the community, with no space for mental health services or addiction treatment programs.
Building on the findings of the assessment, we engaged with a cross-section of County staff and technical experts and sought additional input from community stakeholders to develop a plan to provide treatment and accountability, ensure safety, and strengthen community.
The plan involves the development of a number of new facilities as well as expanded mental health and behavioral health crisis programs and services. When completed, services will include:
- A new Crisis Center that will be a treatment-centered facility that may be an alternative to incarceration or the emergency room, providing stabilization for people experiencing a mental health crisis. (located in downtown Corvallis)
- A new Community Safety and Justice Campus located 1 mile north of downtown Corvallis, featuring a new courthouse and District Attorney’s Office, correctional facility, emergency operations center, and Sheriff’s Office.
Funding for these new facilities will come from a variety of sources leveraged by the County including state and federal funds, County funding, and a local bond measure, planned for May 2023.
